Help with understanding some food nutrition facts and lables

I bought a bag of dry Pinto Beans from the store. I tried to count and add up the calories but the math was way too off.. It said the Serving size is 1/4 of a cup = (36g),, 60 calories per serving. It also shows 22g of carbs and 7g of protein per serving. I have looked up some info on the webs and they were saying that each gram of carbs is 4 calories and each gram of protein is also 4 calories. However, If you do the math (22g x 4) + (7g x 4) = 116 calories.. Any idea why it didn't add up and come close to their claim? 116 calories isn't close to 60 calories.
