Is this only possible with surgery?

Everyone says spot reduction is impossible. But my problem areas drive me crazy. Inner thighs, lower stomach pooch and upper arms. Even at my smallest weight the problem areas were there. Probably in a lesser format but I noticed them just as much. Realistically, is it possible to get rid of them and maintain it? Just be honest because if it's unlikely I will be happy to look in surgery.

Yes to all the responses lose fat & lift, but also - use cocoa butter or oil on your problem areas. I've improved my skin elasticity & faded stretch marks by using it for the past 6 months (all while lifting and eating at a deficit).0
