BMI is 9? How is that - what is your height & weight?

You'd have to be like 6'3 and weigh 90 lbs to have a BMI that low

If you weigh 120 lbs and have a BMI of 9, you would have to be 8 feet tall.

25% body fat for a female is not high. You're at the border between average and fit. If you want to lower your body fat %, eat at a very mild surplus and start a weight lifting routine. Pack on a little lean mass over the course of a few months to get your weight up, and then from there eat at a mild deficit to drop fat while continuing to lift. You could also lose the weight first if you'd rather do that, and then muscle up a little after. According to the chart I'm looking at, 19.7 BMI at 120lbs is still considered within a healthy weight range, so you do have some room to lose a little.

^This. But- be aware that your weight BMI *may* go up. That's not a bad thing since you'll look leaner with more muscle tone.

    Lift weights!

BMI is useless because it does not consider body composition.
