Weight Loss vs Inches Loss

So I have been seeing a difference in the scale, but not in the way my clothes have been fitting. I feel like in the last 2 weeks, I've gained a few inches even though my scale shows a littler number. Could I be burning fat and retaining water?

I drink roughly 150-200 oz of water a day. (It's noon and I've already had 3 20oz glasses of water and I havent't gone to lunch yet.)

I'm more concerned with how my clothes fit and how I feel in my body than a number on the scale. Any answers?

Make sure you're getting adequate protein per day (0.8g/lb of lean body mass), and doing some form of resistance training regularly. You don't want to lose muscle and fat.

I do weights and cardio. I try to keep my diet high with protein. I eat a lot of chicken, turkey, and tuna. Treat days are pork or steak. But some protein with every meal.

I'm thinking my sodium intake might be key. I can NOT stand bland food though. I don't use much salt when cooking, but I do eat pre packaged meals SOMETIMES for lunch.
