Im I eating enough?

Last weigh in on 3/14 : 26 years old 5'7 145lb. waist (belly) 29.1inch <--- as of 4/14 on an empty stomach
Ok so Im trying to lose the flab around the gut and thighs by resistance training ( 25-30Lb dumbbells/push ups ect/ )to preserve muscle and counting calories. Today a family member said I wasn't eating nearly enough to the point that my body is in starvation mode and not wanting to "let go" of the FAT.
I work out 2-3 times weekly for 30min - Vet tech 4x days a week 8hr daily with alot of walking and lifting animals
here is what my diet is like on a typical day:
Breakfast: 1 apple - handful of mixed nutz
lunch: 2 Angus beef patties <- so good
second lunch: 1 serving of Quaker rolled oats w/ approx 13-25 raisins + 1 tbsp all natural chunky peanut butter
Dinner: 2 sauteed chicken breast in olive oil and butter ( not margarine) 1 serving of frozen veggies ( ex. 2/3 cup peas) seasoned to taste
Snacks: 2 apples, 1 peach. maybe another handful of nutz
beverage: plain bottled water. everything comes up to appr0x 1300cal-1500cal daily
I don't feel hungry all the time though if i wanted to i can eat Loewi Anderson under the table , just satisfied and ive been eating like this since Aug-2013 and use to weigh 175Lb. ive gained a good amount of muscle in the upper body and i can begin to see upper abs when i flex ....but the lowergut / thighs are still fatty.
I do cheat sometimes on Saturdays and rarely saturday with sunday by consuming refined flour, processed foods, SODA, JUICE, pizza, the typical american diet but doubt iv ever exceeded 2,500cal.
I suffer from anxiety and thinking that has something to do with my cutting issue and ALSO your comments are appreciated whether positive / negative!

Do you weigh and measure everything you eat/drink and log it?
If no how do we know if you're eating enough/not enough0 -
I log it on a composition notebook and soon ill transfer the notes onto my MFP.

You're not gonna look jacked and have abs after 1 cut. It takes cycles of cutting and bulking.
You can't gain muscle in a deficit.0
