Using heart rate in workouts

I'm 5'9, 194lb 33 year old male. I want to lose 20 pounds or about 1 pound per week. I go to the gym 4x. When I work out, I usually stick to biking, TRX and core exercises. Recently, I got a heart rate monitor and spend about 45 minutes working over 70% of my maximum heart rate.
I consume about 16100 calories a week. Usually I'll limit myself to about 1800 calories during the week and consume the reminder over the weekend.
Is this an overall an efficient and effective weight loss plan?

I'd replace the core exercises with squats and deadlifts. Biking is for endurance, not strength, and TRX doesn't train leg & spinal muscles adequately.
As far as HR, higher HRs burn more calories, so they're more efficient. But 70% can work. Your choice.0
