A bit of both. Really depends on what I'm making. I generally go by whether the macros are listed for 'uncooked' or 'cooked'.0

Before when I can. If I'm making, like, 4 chicken breasts at once, after, and I'll use the 'cooked' entry, because I don't always eat a whole chicken breast and I'm not going to mark it or something to know which one is 'mine'... plus I won't have the choice but to weigh cooked for leftovers anyway.0

Both - but thats just because I am obsessed
Example: Rice
I will weigh the raw rice and then boil it and weigh it again because I don't believe the back of the pack that says 100g raw rice = 250g cooked or something like that. How can I be sure that the rice will absorb 200g water and not 300?
Therefore when I am cooking a couple of portions, I need to know the exact amount so
if 100g raw rice = 370 cal => all the boiled rice has 370 cal. and I will weigh that. Then I divide by how many portions are there0
