Do I need to keep losing weight to lose inches in hips?

I've been at this for 2-3 months. Lost 15 pounds, yay! I've always been a severe pear. My question is, if I go in to maintenance mode now or within the next 5 pounds lost, can I still lose inches/fat on my hips? Strength training is heavy and guided by a trainer. 4-5 times a week. Here are my measurements.
Starting:
Bust- 34"
Waist-29" at natural waist
Hips-44"
Weight 163
Current:
Bust- 34" (but I measure UNDER 32" where my band sits"
Waist- 27.5" at my natural and 29" above my belly button
Hips-41"
Weight 148
Okay, so here's the thing. I wear a size 4 on top. I literally cannot hold a size 6 up. I can feel all my bones and sternum in between my chest. I cannot find a bra to fit, and you're starting to see my ribs. I understand that's fine, that's how skinny people are--BUT I'm still 41 inches at the hips!!! To me the only way to get my butt smaller is to lose more weight, but I'm wondering if it's possibly to get down to 39 inches with just strength training.
In reality I'm more concerned on getting my hips and thighs smoother and more toned. Any thoughts on which direction I should take this journey?

No advice sorry, but I have the same problem. I'm a UK 12 on top and 14-16 on the bottom - my waist is 28 inches and hips 45! At my shape, I could get to be tiny, tiny on top (not going to happen with my baps of doom though) and still end up needing a size 12 in jeans.
I have very distinct love handles that are especially visible in my gym clothes and I'd really like to get rid of them as well. But I figure I'm just going to be a smaller version of the shape I am now - I've never got on with trousers, even when I was thin. I lift weights and swim a lot, but can't spot reduce

Yeah! I know we can't spot reduce but I'm wondering for that last couple inches/smoothing of thighs, if it can be done by eating a healthy diet and weight training-not vigorously cutting calories and losing weight. Good luck to you! Power to the pear!0

Yeah, I guess my brain is confused. I thought maybe I could change the appearance of my backside through weight training but without losing a large amount of weight. Sorry!0

I know there's no such thing as losing fat in one particular spot, but I know that toned and strong muscles can equal reduced inches.
Fellow pear shape here... all hips and butt. lol.
I do specific exercise in the pool for glutes, abdomen and hips. They have definitely grown stronger and look tighter. But I know I'll always have a much bigger butt to waist ratio no matter how much weight I lose due to my body's shape.0
