Lost a lot of weight but I still look fat

I went from 199 pounds to now 142. I of course look smaller than what I did before but I still have a chubby belly and back fat. How can I eliminate this? I don't want to get bulky or muscular but I would like to tone up.
Can someone please help me ? Oh yeah I'm still losing weight I will start to maintain my weight when I get to 130.

Recomp. Eat at maintenance, eat 0.8g/lb protein since your BF% is likely in the mid-20s or lower, and strength train (i.e. lift heavy for 4-6 reps, and it should be a lot of work to do this).
You won't "get bulky" unless you actually WANT to and specifically eat/train for this... or if you train hypertrophy while at a too-high body fat % and wind up putting on size under your existing fat.
ETA about the body fat % comment, I just meant that since you're not overweight, your intake of protein at 0.8g/lb will be similar to if you were eating 1g/lean body weight lb.0 -

Why wait to start lifting? I'd get going on it now . Start with whatever you are comfortable with...weight machines, dumbbells, floor work.0

I was the epitome of the "skinny" fat you refer to - until I started weightlifting. You won't get muscle tone from cardio alone. You can start now, no time like the present. When you increase muscle, this actually helps to burn fat. It is possible to lose "FAT" while gaining muscle, but ensure your caloric intake is sufficient. You may see the scale weight increase, but if your clothes fit better, you are losing fat. Remember to NOT only rely on the scale as a measurement of how much weight you have lost. You want to lose fat, not just weight. HTH!0
