Not jogging today. Is it okay to do static stretching?

I feel like I'm displaying so much of my ignorance regarding this topic just by asking here. Haha, I hope you guys could find it in you to tolerate me.

There are days when I miss the chance to go for my morning jog. And when that happens, is it okay to do static stretching? I just want to get into the habit of stretching everyday even if I don't go for my jog. So that when I do it'll be easier on the muscles. But most of the articles I read mentions to do static stretching as a cool down exercise after running.

So what do you guys think? What 'lesser exercises' do you do on days you don't go to the gym or go out for a run?

i have a barbell at home that i use on the days i dont do much... usually because not doing much is because i killed my legs on a run the day before so my arms are the only thing i want to use.

i also do yoga once a week to recharge, and as needed.

dunno what the rules are about static stretching, but thats what i do on light days.
