Ok, so I carry weight in my upper arms, I have narrow shoulders and ribs so it it difficult to find comfortably fitting jackets, as I lose weight should I be working my arms to tone them or leaving them alone to keep them from bulking up further?

do high rerps with moderate weight and yu will not bulk up. you will refine what you have along withburning calories.0

Work out your arms! they are so important for all the other upper body workouts. They are the link to everything, pull ups, push ups, swimming, running, you name it, it all uses your arms to be most effective. They aren't usually the primary muscles, but stronger arms will add a little boost for running up those hills or pumping out that last little bit when you need it!
Building lots of muscle mass takes a concerted effort and a lot of time, if you build the lean muscles it will not add a lot more size to your upper arms!
