Want a flat stomach and thinner thighs

Hi all, I'm a freshman in college, aged 19 male and wanting to slim down a bit. My stats are 5 ft 7 inches, 155 lbs. I would like to lose my belly and thigh fat. I used to be 185 in the beginning of the year, but somehow shredded off 30 lbs, yet I haven't seen much change to my belly or thighs. I do my best to eat healthy (veggies, whole wheat bread, drink nothing but water/milk and get down protein).
What should I set as a goal weight, 140 lbs? What exercises or strength training do you recommend? I have a gym on campus for anyone wondering.

Can't spot reduce. Only overall fat reduction will reduce fat, and fat is stubborn and leaves when and where it wants to.0

You can't pick and choose, but you can do compound weight exercises that will work many muscles. Combined with proper nutrition, you'll have better abs, thighs, and all (well..most) other body parts.0
