Does weight training help people achieve visible ab results at percentages like, 12% bf to 15%?

Im at 11.6% bf 165lbs. I do Loaded Carries and Animal Kingdom workouts 3 times a week. I wont to know does Lifting weights actually make abs bigger to see. Ive seen photos of guys that where at 12% to 14% bodyfat and there abs where visible. I guess spot reduction is true since Arnold Schwarzenegger said so?

You have to work your abs muscles just like you work your legs or any other muscle group - I do abs twice a week on the decline bench, gradually adding weight0

I don't measure my body fat percentage - since im female, it would be inaccurate anyways. Ive been lifting only for 6 months now, but in 3 months my upper abs started to pop, and now that im increasing my HIIT workouts, my lower abs are starting to come through0
