    If you use photoshop open the first photo into a new project, then enlarge the canvas size. Open the other photo and drag the layer into the other document then resize to your liking.
    If you use paint open photo in paint,select image with rectangle tool, resize the photo , then select edit , then paste from , and select the second photo. Resize to your liking.
