Should drunk driving be a crime?

Assuming the driver doesn't cause an accident, why should it be a crime rather than a traffic violation? There are other things a driver can do, such as driving on a lack of sleep, or speeding in school zones, or texting while driving which are dangerous as well, but are normally charged only as traffic violations.
Back in the 80s drunk driving wasn't considered nearly as serious as it is today, it was after MADD and other anti-drunk driving groups started campaiging that it became so politically incorrect.
Just like with the disproportionate legislation against smoking - sure it isn't a safe decision, but there are other lifestyle choices (such as bad diet and exercise) which are very unhealthy as well.
