Those last 10-15 lbs

Due to a change in finances, we were unable to maintain 4-5 nights of eating out. Normal home cooked foods were on the menu and in a year I steadily lost 20 lbs. with this weight loss I was motivated to lose the rest and I have another 10-15 lbs left. I started using my fitness pal and eatingfar less than the recommended 1200 calories( but still feeling full) and working out 4-5 times per week, but these last few lbs don't want to shift. Is it because I'm gaining muscle mass?

You are likely eating more than you think. Unless you are weighing your food religiously there is no way to be sure. Even using measuring cups is pretty inaccurate for food products.
Except for maybe a very small amount due to noob gains its "practically" impossible to gain muscle on a calorie deficit. The best you can do is maintain most of it through lifting and eating enough protein.0 -
If you maintain the same intake as your TDEE decreases due to weight loss, you've probably just gotten to the point where you aren't in deficit anymore. I would assume if you feel full off of less than 1200 calories you are mislogging your food and eating more than 1200.0
