Visible abs are made in the kitchen.
But as far as building them, I've always hated abs until I was made to do them for 5 min after each workout. Now I incorporate a whole slew of them.
Hanging leg raises
Flag situps
Russian twists
Vs on bench press - holding onto bar, lifting legs up till toes are past my hands, twist, dip back down lower than the bench and repeat on the other side
Planks with elbows on a bench and feet on a ball
The last two really get the whole body working0 -

Everyone? You have to get down to nearly single digit body fat to have washboard abs. That happens based on what and how much you eat.

agreed - the % of body fat that will show abs is also different for everyone. And, not always 'healthy' to maintain such low bf %.0 -
Caloric deficit to lose weight, and get adequate protein and heavy lifting so you don't lose much lean muscle as you lose the fat. And enough time to see the results of the above.
ETA: the deficit should also be small to help ensure you lose less muscle as you lose weight.0 -

Women will have abs at much higher BF% than single digits, usually in the 14-19% BF% depending on where they carry their fat0 -

Complex compound moves in weight training helps tremendously. You need to burn the fat off and best way w/o losing muscle is dead lifts, power cleans, squats, bench presses etc. using free weights. Also as many have stated slight calorie, deficit while diet contains 50% protien to maintain/build lean mass. I also do core stuff too as an adder like planks, knee strikes and programs like Insanity and Tapout XT will help you rip up as well.0
