Need some advice please

hi I'm new on here. I'm a young 61 female, 5ft1 and weigh 135lbs, I eat between 1100/1290 calories a day, little exercise, however ive managed to get rid of my love handles and has toned up well. But the scales have not moved if anything it's gone up by 2 lbs. I eat healthy no salt and I drink over 1 litre of water a day, so I'm confused to why the scales have not moved. I haven't got any underlying medical problems. Am I eating too much or not enough.

U could be shedding fat and gaining muscle try measuring your body too and seems to me ur doing good since u did manage to lose ur love handles0

Thanks, my measurements are the same, the trousers fit better and no bulges over the side, which I'm ok, it's just the needle on the scale that has gone up rather than down, I no muscles weigh more than fat, but I thought it would even out by now.0
