If you're netting more than 1400 and you're still hungry, I suggest cutting out refined flour and sugar, and adding beans and greens, whole grains and more protein to your diet.

If you're netting less than 1400 cals and you're hungry, you might want to eat a little bit more.

I can't see your diary, so it's hard to say. What do you eat most days?

It's hard to say without seeing your food diary. To help combat hunger I drink lots of water. Sometimes I'll drink a mug of hot green tea and that helps curb my need to snack. On nights where I absolutely crave a giant meal, I'll make a dish overflowing with veggies so I can "pig out" without the calorie consequences.

Lots of veggies, grilled skinless, boneless chicken breast and seasonings/low calorie sauces make a filling and low-calorie meal.

Hard to say without seeing your diary and goals! But either you need to eat more cals if you're truley hungry all the time, or you need to make sure you're eating foods with plenty of protein, fiber, and fats, as well as drinking plenty of water.
