Is there fat around your thighs?
Unfortunately you cannot spot reduce meaning you cant choose where you lose your fat :( as you lose fat, your fat around your thigh will eventually disappear so you have more toned inner thigh. But that's all really!

Nope. They'll shrink along with the rest of you as you lose weight, but you can't spot reduce. Also keep in mind that thigh size has a lot to do with genetics/body shape, many thigh gaps are photoshopped, and thigh-weight is hard to get rid of from female bodies because we carry babies and stuff (and babies live off thigh fat or something ;)).

Long distance running could make your legs smaller.

Well that started off well, and then got a little interesting..... :)

but yes thigh gaps are more a product of narrow hips than fat thighs

Actually thigh gaps are from wide hips and low body weight (muscle and fat combined). Narrow hips leave less room to gap! They're rare because usually wide hips go hand in hand with thicker thighs and more lower body weight. I've got narrow hips and at my thinnest I never had a thigh gap. Not that I cared.

As said above, you cannot "spot reduce" areas, meaning working out your arms to reduce arm flab wont work. You need to lose TOTAL body fat, and wherever your body loses fat it will come off. Running or cardio can help with that, but could also increase your muscle size a bit.

I agree with the fact that you can't just lose weight in one spot. However, if you strength train the muscle will provide a nice curvy shape. Oddly enough adding muscle seems to make the thighs look tighter and toned, which visually makes them look better. I recommend goodmornings, deadlifts, hip thrusts, lunges, and squats to tame the thigh/hamstrigs/and glutes for a better appearance.

    ^ This

I'm fairly petite, but curvy with hips and muscular thighs. You can lose weight overall, but genetics is going to play a role. I so struggled with this until I realized I'd rather have strong legs that can carry me through my running goals than spindly legs that fit into tiny jeans but can't do much else.
