Is it possible for me to have reached a plateau?

Is it possible for me to have reached a weight loss plateau, even if I didn't work out in the beginning of my weight loss? What I mean is, I lost about 15 pounds at the end of the summer because I wasn't hungry and my appetite just decreased. I really don't know why but it did. Anyway, I tried to gain the weight back at one point but I couldn't. Now I'm trying to be "skinny fit" instead of "skinny fat" I started dieting 2 months ago and have been working out since, but the weight is coming off everywhere but my stomach and love handles and it's honestly just annoying and gross. It seems like I reached the point where my body won't budge and I really have no idea what to do. I don't measure and I only look at my fat percentage through those machines at a gym, but I stopped because they seem so inaccurate and make me feel worse about my goals. I'm 115 pounds, female, 18 Years old but on have Waay too much fat in my middle section and I'm so skinny everywhere else. I try to gain weight everywhere else by doing weights so I don't lo ok like a stick, but I want to be healthy and fit. I'm sorry this is so long, and thank you to anyone that answers.

Again, I'm trying to lose the fat in my stomach and love handles and gain muscle mass. The workouts I do effect me, I get out of breath and it is challenging so there is no "workout plateau" yet. I do HIIT and muscle training.0

I'm def at a good weight, but I'm not paying attention to the scale. Just paying attention to the mirror and my stomach doesn't seem to be budging. I'll keep trying to lift heavy and do HIIT, I know I'm so early in and 2 months really isn't anything!0 -
Honestly I'd up your calories, I'm 5'5 and at 130lbs (still healthy weight) my cal needs are AT LEAST 1,600-1,900 when NOT working out and I'm 30 yrs old so it'll give me fewer cals then it would for you at 18 yrs old. I'd recommend looking at EM2WL (eat more 2 weigh less) here on MFP and reading the science behind it and figuring out your BMR and TDEE then adjust your calories, it works and is so much more sustainable for life. Just my 2 cents0
