I planning to purchase weighted vest. Does it tone abs? Or build only muscles? In what areas does the muscle built?

I would be rethinking that. While adding extra resistance, there are a lot more cons to consider. Bone loss, poor posture, risk of injury.

Kinda funny how those ended up near each other.

I would recommend using a weighted vest to increase difficulty on pushups, pullups, lunges if you can already do them with good form and are finding them way too easy.
I would NOT recommend using a weighted vest for running or anything which requires long term wear.
What are you hoping to gain by purchasing a weighted vest?

A weighted vest is not going to do anything for your abs. Four primary exercises where a weighted vest can be used to add progressive resistance include pull ups, push ups, dips and squats. Beyond that, the utility is limited and could result in injury (never run in a weighted vest).

Nothing wrong with walking for distance in a weighted vest (if it's good enough for Jim Wendler then who am I to argue).

Gonna be pretty intense on the traps if you aren't used to carrying a load (backpacking, etc.).

But yeah, don't run in one.
