Measuring Frozen Foods

When measuring frozen foods, do you weigh them with the frozen weight?
For example, frozen french fries where a serving is 3oz/84 grams...frozen or cooked weight? I always thought it was the frozen weight, as packaged.
But meat like chicken breast (boneless, skinless), the 4 oz on the package is raw unfrozen weight, right?
