I am a "bustier girl" searching for a way to even out my body and be more proportional, my chest area is most of my weight and I'm looking for ways to lose some of that. Any suggestions? Let me know.

The most effective as in "burns the most calories" or as in "I enjoy enough that I'll do it regularly"? In my opinion, the second definition is the right one.
As far as burning the most calories, however, look for activities that use your whole body. The more of you that is moving, the more calories an activity is going to burn per minute. Running is pretty effective but so are swimming, Zumba classes, etc.
Keep in mind, though, you can't pick and choose which areas of your body will lose fat. Your genetics determine where your fat storage areas are and those are always the last to go. You just want to focus on lowering your body fat percentage overall.0
