It depends on what you mean by "best." You're not going to lose weight any faster by "topping off" that lat handful of calories -- you'll lose weight a tad more slowly -- and it's fairly unlikely to make the difference between sufficient nutrition and lack thereof.
If you have extra calories and are hungry, eat them. If you have some left over, there's no real point in eating them just for the sake of hitting a number.0 -
It depends. I'll eat some back if I'm hungry but because often we underestimate calories we eat, and over estimate how much we burn I don't unless I've done something like ran a half marathon or done two major workouts in a day.0

Depends. If you have extra calories to eat and gone hungry, just eat as long reasonable. Usually I try to keep my calorie intakes 20% less than my goal, since my calorie calculation sometimes miss actual goal. but I add calories (usually fruits) double-check if it was solid number of calorie after total calculation and I'm not fulfill calories.0

If you're hungry, yes.0

I won't always. Usually if I wasn't hungry at the end of the day I'll need those extra calories tomorrow or for a bit of a treat later in the week.0

First, define 'best'. I don't usually eat all my calorie allowance. I leave 100-200 cal for errors or it depends if I'm really hungry.0
