Your entire allowance could be carbs and you'd lose weight/fat if you were in a calorie deficit. I'd not recommend it but there's the truth.

Why would a 6'1 man want to lose weight at 170lbs?

    Recommendation is 45% - 65% (200g - 290g) of your daily calories. Do not go below 130g.

    +1

You don't want to do that--dietary fat is important for satiety/going to the bathroom/skin and hair health and protein is important to maintain lean body mass and keep you full longer--but for scale weight, there is no reason why you can't have as many carbs as you can eat for less than your deficit.

Maybe focus on body composition as opposed to losing weight, if it's some stubborn belly fat you want to lose as opposed to needing to lose weight to be healthy.

The Scooby Calculator http://scoobysworkshop.com/calorie-calculator/ can give you some estimates for macro breakdown based on your goal and stats.

Check this link out - it helps alot with the questions like how many grams or this or how much of my calories should be this , but remember not all carbs are created equal :)
