Any suggestions on getting rid of the overhang? I'm low carbing but was wondering what else to do. I do cardio already.

eat at a deficit, lift weights and do cardio.0

Gotta lose weight everywhere to lose weight somewhere. Get down to a healthy weight by staying in a calorie deficit then if you want to build muscle to make stomach look "toned" then work on building muscle
