Pain in shins when walking

I've recently started walking again. I am walking up and down my driveway. It's just at a mile down to where I turn around and back to the gate. I have noticed that while I'm walking I have pain in my shins; much like shin splints, just not as severe. Walking on the road is the only time that I have the pain. Could it be because the road has a high sand content, and deep in spots, or is there some other reason for the pain. I try to walk where the sand is not so deep and that helps, but I really don't want shin splints again.

It could definitely be because of the sandy ground especially if you aren't having pain walking anywhere else. I found this article that talks about some exercises you can do to strengthen your legs to help. http://www.livestrong.com/article/339638-exercises-for-walking-on-the-sand/0
