Probably that same person who keeps taking pictures when the camel starts eating their kid's head at the zoo.

That one's in a public place, so it's not necessarily the parent taking the picture. There are terrible people in the world (like me) who would happily snap this picture instead of helping, especially if the child had been at all annoying beforehand.
