If they're not actually cooking anything onsite, it's not a health code violation. A cat cafe recently opened in Denver (http://www.denvercatco.com/) and they can sell brewed coffee/tea, bottled beverages, and pre-packaged snacks. They also have books and artwork and stuff. Best of all, the cats are provided by local rescues and are all up for adoption. They've been averaging 2 adoptions per week.

Sometimes the best defence is a strong offence.
