Unfortunately, we cannot spot reduce fat. We can work on strengthening and, with proper nutrition, building specific muscles. To lose fat in your armpits, eat in a caloric deficit, which means eating fewer calories than you burn. You can do that by eating less, moving more (all physical activity burns calories), or a combination. Keep in mind that if you are genetically programmed to have a certain body shape, you will not be able to change your overall genetics but you can optimize your shape/look/fitness level.0

Of course weight loss is the answer, but can you also tighten up the muscles in that area with weight exercises like dumbbell rows?0 -

Essentially even if she tighten's up the muscles they will not be visible if they are covered in fat. She can dumbbell row her butt off but it's not going to do any good until she's lost the fat.
There's a pretty good likelihood she already has a decent amount of muscle mass which she'd probably be happy with. If anything, i'd say for the average person who is untrained they need overall body training because it's not just that area that needs work.
So does she need to work out and target that area? No. Not really. She just needs to lose weight overall. If she wants to retain some muscle mass she should incorporate a resistance training routine which focuses on her whole body.0 -

you can't really tighten up muscles, and you can't really add muscles in a calorie deficit either. Although, you can retain muscle while losing weight by adding resistance training into your routine, which is always a smart idea.0 -

"Tightening up the muscles" (which really means "building more muscle" since you don't "tighten muscles") would do no good if the muscles are covered by a layer of subcutaneous fat. The only way to get rid of that fat is to keep eating at a deficit and losing weight/fat until it goes away. You can't exercise fat and you can't spot reduce.0 -
