I have lost 13 pounds but now my stomach is kind of saggy how can I tone it up?
I have a two year old I stay home with so if it could be at home workouts I could do with him that would be great.

Lower body fat percentage and increased muscle mass.

Were you strength training while losing? Now is the time.

ETA: Yesterday was actually the time. This should be helpful.

Research home ab workouts, try planks, side planks. Leg raises, reverse crunches, mountain climbers.

Set some fitness goals, such as strength, cardiovascular fitness, etc. Then start training for that. If the skin in that part of your body is capable of contracting, it will with your improved fitness.

^^^This. No amount of ab-centric exercise is going to tighten a saggy stomach.
