I was doing low carb high fat and my blood pressure shot up to 140/98. What should I set my goals at to reduce my blood pressure

Try going by the FDA recommendations for awhile and see how you feel applying those percentages to your calorie goal. Try it for a month or two (gives your mind, body and your gut microbiome time to adjust). See how your bp responds to a balance of the 3 macros0

The first thing that they usually try is reducing water retention through lowering sodium and also losing weight. Macronutrient balance is not a factor as far as I know, except inasmuch as it supports weight loss or relates to sodium consumption.
In other words, its very likely that if your blood pressure shot up, it was not as a result of a LCHF diet. It could have been because you were salting your food more.0
