what type of exercise is this classed as?

My max heart rate is 188. If I'm cranking up the resistance on my elliptical and keeping my heart rate between 165-175 beats per minute, for 45 minutes, is this classed as steady state cardio?
Same as if I'm taking my kids out for a double pushchair speed walk with my heart rate being as high as mentioned before.
I've been reading not to do steady state cardio to burn fat so was wondering what these workouts were classed as

It's steady state cardio. But ANY cardio is used to burn calories and improve fitness. Fat loss HAPPENS while on a calorie deficit.
