            Toning just means having low enough fat to show a bit of muscle definition. You either need to lose fat (eat in a caloric deficit--eat fewer calories than your body burns in a day) or add some muscle (if you don't have much muscle mass to begin with and are not overly fat this can be the better option.) Either way I'd suggest getting on a full body lifting program (several listed below) or a bodyweight (calisthenics) program as progressive resistance is great for this.
