Is it ok to do intervals with the low section being no activity? I.e 30 sec hard run, 15 sec off

Yes that is fine. You can program it how you like and go from there.0

Yup, for sure. However I find it's harder to stay completely still during a rest period, I usually walk in circles or cycle lightly on no resitenace, etc...it just feels more natural to me.0

When I am on the bike I do a 30 sec blast then I do a minute and half catch-up.0

Yes, the purpose of the recovery section is to do just that: recover.
This then allows you to perform the work section of the intervals at the appropriately high intensity to get the full benefit of the exercise. If you are not allowing yourself to recover properly then it will reduce the quality of the work section which is what you should be focusing upon.0
