Determining Target Heart Rate

I have seen several websites that talk about determining target heart rate, but they all say that it is just an estimate and for more specific THR info to consult an exercise physiologist or a personal trainer. Seems one would give a medical response while one would give results/experience response.
Anyone have thoughts on this? Anyone here an exercise physiologist? What about a petromedical barometrical virulent cardiopulminologist? Ok I made the last one up.
All seriousness aside though. Lets get some target heart rate feedback.

My target HR is whatever it gets to when I am working at a high intensity. I don't care about fat burning zones, cardio zones or anything else.0
