45 yo overweight woman, I have a fitbit for my 10,000 a day and also a set of lightweight dumbbells. I don't want to go back to the gym but I want to strength train at home, lose fat, build muscle and tone. I want to "use it, not lose it" Do I have to lift heavy in order to achieve this?

    Disclaimer: I lift heavy.

Answer: No, you don't HAVE to lift heavy to achieve losing fat and maintaining strength. (notice I wrote maintain and NOT building muscle. Big difference) If you are a beginner, you can do wonders for yourself through dumbbells and body weight exercises.

Once you start at the intermediate levels and/or don't notice any more changes and/or want to change the shape of your body, then absolutely look into lifting heavy. As for building muscle however, I think I'll leave this to the experts.

Short answer: no. Losing fat will happen in the kitchen. You can do wonders with just your bodyweight--including build muscle.
