My spare tyre...

Hi, I need advice.
I have quite the spare tyre around my middle.
Depending on the angle I look like I'm 4 or so months pregnant when I'm most definitely not! I have never been pregnant.
More often than not I have to get a size bigger in jeans to go over my tummy and then without a belt they start to slip down throughout the day until they just hang low and ride on my hips.
The problem is, I can't figure out if it's just fat, or water weight, or if it's some sort of permanent bloat thing going on.
I do take in a lot of sugar in the form of coffees, but trying my best to reduce that now. Over the last week I have only had 1 coffee each day at the most.
I have been trying to eat better in the last week too, swapping out sugary or salty snacks for fruit. Making more meals from scratch at home and incorporating more veg into said meals.
I do not add salt to any of my meals, I only eat the salt that may be in there anyway.
