I'm about seventy pounds overweight, so I do have a lot to lose. I also suffer from acne, irregular menstrual cycles, and excessive body hair. I had gotten an ultrasound on my ovaries two years ago and the doctor said I had cysts on both of them but That I didn't have PCOS and that my hormone levels were fine? Should I go back and get tests done again? (Also, my sister has PCOS and diabetes runs in both sides of the family)

I guess if you *have to have* the diagnosis. Or, you could work on your weight loss goals and see what happens at your yearly checkup.

(When I lost my 70 lbs., I went from pre-diabetic to not, so if you manage to lose weight, it could help.)

The problem is that I can't lose any weight, which I think is because of the possible PCOS.0

I would see a new doctor to get a proper diagnosis and to treat your symptoms. Hormones fluctuate, and the excess body hair and acne indicate that your hormone levels are probably not staying within appropriate levels anyway. The sooner you can start to control your symptoms, the better your health outcomes will be. Visit your sister's doctor or a gynecologist or endocrinologist that specializes in PCOS and hormonal irregularities.1 -
Since August of last year. I'm currently on my third week of dieting since I took a week long break last month and I haven't lost any weight.0

Seems like I can only lose if I do extremely low carb, not low calorie.0

Since you can really only treat the symptoms, unless you want a prescription for Metformin, a diagnosis is not always necessary. I treat mine with BCP, diet, exercise, and supplements. Some can manage it that way. The BCP help with the excess hair and hair loss. The weight is a combination of diet and exercise. There are some PCOS support groups on here, but I recommend weight training twice a week, cardio 6 days (walking is good), and low sugar and refined carbs, which is pretty standard.3

Cysts do not automatically mean PCOS. Cysts are very common, without anything being wrong. Especially in young women. And so is acne.
Hormonal levels being fine and a u/s not indicating PCOS means you are most probably fine.
Plus, the basic treatment for PCOS is losing weight and becoming active. Which you need to do anyway. And if diabetes runs in the family, you need to lose weight and be active to minimise the risk of ever getting diagnoses as prediabetic, do not wait for a diagnosis, avoid one.0 -
It sounds like your insulin resistant, so I'd try eating healthier carbs and eating protein with every meal.0
