Walmart peanut butter is $3 per 6000 kcal, canned tuna is cheap source of protein, but shouldn't be consumed in mass quantities because of the mercury content.2

Putting the cheapest, highest calorie foods together in to a meal could be fun. Fat and cream give you the biggest calorie bang for your buck. Beans and peanuts are inexpensive, as is pasta and rice.

Can't believe food in America is so affordable though! I'm reading these prices with despair. I think a tub of peanut butter at Tesco cost me about £2.50/£3, avocados - £1.80 etc0

Without regard to health? I have a running joke that Pizza Hut pizza is the best value in terms of calories per dollar. They just find a way to stuff more fat into every pizza, cheese in the crust and so much oil. One bite can sustain a full grown man for a day, like lembas bread. I love that stuff, especially reheated but dayum it has a lot of energy packed into it.
In actual numbers:
One personal pan pepperoni lover's pizza is 760 calories.
Meat lover's stuffed crust, three slices, 1,290 calories.
We loved the veggie lover's pan pizza, that's 960 calories in three slices.
