Still do not have restaurant logging

I am in the US and all my friends have the restaurant logging but I still do not. I have tried uninstalling the app and playing with settings but i still do not have it. Does anyone else still not have the restaurant logging??

    Just look up the name of the restaurant in the food search and do your best guesstimate.

    I find that it only works for me with GPS enabled and even then, only for some restaurants.
