Anyone "skinny fat?"

I am 5'8 and rather on the lower end of a healthy bmi, but I can't ever seem to be happy with my body. I need help building muscle and maintaining my weight. What can I do to help make my body more lean? I work 8 hours plus a day full time at a desk so that definitely doesn't help! I also don't eat a lot of meat because I'm not a fan. Should I mix cardio and weights? Any suggestions? Any healthy recipes? Please add me as a friend if you have great fitness tips, workouts, recipes, and are maybe just in the same boat as me! Thanks! Yup I am skinny fat with reasonable strength but find it hard to add muscle mass.
Have a look at this thread it lists most of the programmes people follow on here.
I started with nerdfitness' bodyweight routine, I was not very strong and then moved on to AllPro's progressive compound lifting routine. All the beginner routines that are listed are good so read through all the links and chose the one that suits you best.

Everyone shouts about Stonglifts 5x5, that's maybe worth looking into if you are serious about trying out a progressive programme. There is a good app on andriod and iphone, called 7 minute workout. Its exactly as titled a 7 minute workout, fast paced and all exercise you can do at home if you find time hard to come by.

The whole idea of "skinny fat" is body composition, weight training is highly recommended by many to change that composition.1 -
I was skinny fat. Dropped 12lbs and kept/added muscle mass following Body For Life program. Nothing new or amazing about it. It's been around forever and is basic clean eating and bodybuilding principals. Worked great for me 15 years ago and again now.
Any progressive strength training program will get you there.
