With this program, is the calorie goal what you want to ingest or the max amount of calories you can have but you need to try and stay under that set amount?

If you have put in an amount of weight you wish to lose, you eat that amount of calories. If you are exercising, enter your exercise and eat back about 50-75% of those in top of your basic calorie goal.
That is the way MFP is set up.

It doesn't need to be exact, but you want to eat as close to your allowance as possible. Sometimes you'll be a few calories under and sometimes a few over but it'll average out over the week.2

~I ate 482 calories LESS than my goal. Won't I lose just that much more weight? I want to lose more than 2 lbs a week.
~Also, does it matter what time you eat your last meal for the day as long as you don't go over the calorie goal?
~Do I need to be that concerned about the fat as much as the calorie intake?0 -
~depends on your calorie needs. chances are, in the short term you'll lose more weight by undereating by that amount but you may stall and/or get ill as your body doesn't get enough energy to keep all the vital processes running smoothly.
~time of day matters very little unless it is affecting your sleep
~from a weight loss point of view you don't need to concerned, but from a general health/wellwbeing viewpoint then maybe depending how much and what type of fat you are consuming.2
