Confused about rolls- white dusting?

What are those rolls called when you go to Walmart, Meijer..or wherever and you see rolls but has a white coated texture to it?

  they are called potato rolls

  usually mountain bread has a dusting of flour on it as do some potato breads..

  Yeah, i had a couple..i just put them down as potato rolls
