24 sets for triceps I think is overkill but I would need to know your experience level. I'm assuming you may be a beginner though if your asking the question in which case yeah..that's way too much!

Considering you only lost 4 reps moving up 40lbs on your close grip im assuming you were bouncing the weight off your chest and not at all doing TUT reps? Which are required when doing tricep bench so that you don't activate your chest

Do you find random workouts to be effective in acheiving your goals?

I was thinking the same thing. I know I did much the same thing when I was in my teens, and it never got me where i wanted to go. The programs I used were often out of bodybuilding magazines and they were really only appropriate for people using steroids. I really wish I knew about Stronglifts 5x5 back then as it would have been a much better approach for me then. I also wish I had tools like Myfitnesspal and knew what I know now about calories. I doubt I had that information back then that I would be where I am now doing what I should have done then, only at 50.

    Edit:
Note, I also spent a lot of time on isolation exercises working individual muscle groups like Triceps. However, I had never laid down the foundation through compound lifts that is needed first largely because squats, bent-over rows, standing overhead presses, and bench presses are far more difficult than a lot of the isolation exercises. They are also far more beneficial when starting out.

Looks fine to me. I don't do arms very often but when I do, this is similar to my tricep workout.
