trouble with losing weight

i am 5feet9 inches at 174
i eat below my calories limit of tdee of 2236.
iusally eat around 1800 calories and exercise to burn at 400 calories
i weight myself everyday but not seeing much gain

Are you trying to gain or loose? you say you aren't seeing a gain?

Are you weighing portions to make sure you aren't overeating? Also, you could try changing foods/routine as your body will adjust if you always do the same amount of exercise and always eat the same amount of calories. When I get stuck even if I go over one day and then under another, the change in routine seems to help my body go back to losing.0

But how are you determining how much you're eating? Food scale? Measuring cups? Eyeballing portions? The first one is going to be the most accurate, otherwise you're likely eating more than you think.1 -

As your TDEE is 2236, your deficit is 436 calories, so you should be losing just under 1lb per week. If you're not using a food scale and not losing weight, you most likely are eating at maintenance as eyeballing portions and/or using cups/spoons for solid food is highly inaccurate.
Also, how are you figuring out your exercise calorie burns? What sort of exercises are you doing, for how long, and how many times per week? Do you eat any of these calories back?
Wait a sec...you say you're eating UNDER your TDEE but not seeing much gain? Are you trying to gain weight? If yes, then you need to eat above your TDEE..0
