You can't spot reduce the tummy to get it flat. You'll have to lose enough fat throughout the entire body until finally the stomach area has an appearance that you are satisfied with as being flat. That usually means getting the body fat percentage down enough that you get a flat stomach: http://healthiack.com/body-fat-percentage-calculator

Sounds like you want to build muscle (which requires a calorie surplus), and lose fat (which requires a calorie deficit). Many would suggest the tip of bulking being a phase to build muscle, and the tip of cutting being a phase to lose the weight. Some would say to try and do both at once, and mention that it will take longer with mucho patience being required. Some will say you can lose the fat, while toning your muscles via lifting to help maintain what you do have at the moment. All of this means you have more than one option to reach your goal based on your personal preference.

Exercise is good for the health benefits, but weight is lost (and gained) in the kitchen. Both are important - IMO.

Like it's said above, you cannot spot-reduce body fat. If you want a flat tummy and want to start building muscle, I would suggest that you do a body recomposition phase. This is aiming to maintain weight (I assume you're at a decent weight from your question) while lifting hard and keeping the pacing/intensity high. Also work in some hard interval training for cardio. This will have you maintain weight as you work hard. The net result should be that you are losing some body fat as you begin to increase your muscle.

You can't spot reduce. This thread however is a good read:
