So I am keeping within my daily macros everyday and yet not losing weight!!
What am I doing wrong! So frustrating- only on 1300 cal a day!

Depends on you and what activity you are doing. Meaning if you are eating your calories but hitting the workout super hard and then not adjusting your calories (e.g. eating more) then tour body will go into shutdown mode and horde calories.
If that is not the case it could be your body type. I know for me my first 10 to 20 lbs is due to fat internally placed. Meaning i dont see any weight loss or change the first month. Once my "organ fat" (not a real term) is lost then i start to see changes.
Also muscle when replacing fat will make you weigh more. Its heavier... so tape tests once every 2 weeks shows me my progress.
