I have lost almost 10 pounds. I am 5'2 and consume around 1300 calories.
I lift weights 4x a week. I do cardio 2-3x a week.

My question is, would I still lose weight if I consumed more calories but kept lifting heavy, or does it sound like I'm doing it right?

    I don't mind gaining weight if I'm gaining muscles and burning fat. ... Smaller waist is a goal.

    You will still lose weight if you are in a calorie deficit, yes. If your maintenance calories are 1800 and you consume 1550 per day, you should still lose roughly .5 lbs per week...for example.

    This. Also, it's pretty difficult to gain muscle mass while eating at a deficit. You can retain your existing muscles and increase your strength, but gaining an appreciable amount of muscle mass isn't very likely.

    Personally, I eat around 1600 calories a day when I was not working out.

    I think I eat around 1800 working out 3-5x a week only lifting weights. So far so good for me, I'm feeling great!

    Also I'm 5'3

    OP how much do you weigh?

    While there are some "newbie" gains (a small amount of muscle) than can be attained, it will not stop the downward trend on the scale if you are in a deficit.

    No. You will not "bulk" muscles. If you are in a deficit, you will lose fat and MAINTAIN the muscle you have. If you are in a surplus you will build muscle AND fat. If you are in an energy balance (maintenance), you will lose a little fat, and perhaps gain a bit of muscle.

    If you are 28% body fat, stick to your deficit.

    You would bulk by eating at a surplus, which means you'd be gaining some fat as well. Depending on how much more you have to lose, a recomp might be a good compromise for you.
